Louisiana Supreme Court Announces Amendments to Court Rules and Code of Judicial Conduct

The Louisiana Supreme Court has issued orders amending provisions of the Rules of the Louisiana Supreme Court, the General Administrative Rules and the Louisiana Code of Judicial Conduct. The amendments address judicial financial disclosures, travel reimbursements, judicial conduct and motions in attorney disciplinary proceedings.

The changes include:

- Judicial Financial Disclosures (Rule XXXIX, Section 2(E)) Adds commentary clarifying that electronic submission of a financial statement through the Louisiana Supreme Court Information System, with a Judge’s Electronic Filing Affidavit on file and the judge’s certification of accuracy, satisfies the affidavit requirement. Effective Jan. 1, 2027.

- Judicial Travel Expenses (Part G, Section 1.1(a)) Amends reimbursement provisions for court of appeal judges residing in the parish where their court is domiciled, allowing reimbursement at the federal mileage rate for qualifying round trips exceeding 10 miles, subject to the rule's conditions. Effective Jan. 1, 2027.

- Judicial Conduct (Canon 2B) Revises provisions governing judges serving as character witnesses, providing personal references and writing letters of recommendation, including circumstances in which official letterhead may be used. Effective upon signing.

- Attorney Disciplinary Proceedings (Rule XIX, Appendix A, Rule 9(e)) Revises motion procedures before hearing committees and the disciplinary board, including requirements for conferring with opposing parties, certifying their positions and resolving motions through written submissions or telephone conferences.
