Louisiana Supreme Court Amends Code of Judicial Conduct


The Louisiana Supreme Court has adopted several amendments to the Louisiana Code of Judicial Conduct affecting Canons 2, 3, 4 and 7. The changes, which take effect immediately, address judicial references and recommendations, courtroom recording, judicial discipline, recusation, legislative advocacy and political activity.


Among the revisions, judges are now expressly permitted to serve as personal references or write letters of recommendation based on personal knowledge, including on official letterhead when its use would not reasonably be perceived as an attempt to exert influence. The court also updated provisions governing courtroom photography and recording, clarifying when recordings may be made for educational purposes and reaffirming restrictions on public broadcasting of court proceedings absent Supreme Court authorization.

Additional amendments establish judges' obligations to cooperate with disciplinary investigations, revise the standard for recusation to align with applicable law and Supreme Court rules, clarify that judges may communicate with executive and legislative officials on matters affecting the law and the administration of justice, and update the Code's provisions governing partisan political activity.

The court's order states that the amendments became effective upon signing and will remain in effect until modified by future order.
