NC Supreme Court Issues Order Permitting Temporary Pro Bono Practice by Out-of-State Lawyers in Response to Hurricane Helene


In response to the devastation caused by Hurricane/Tropical Storm Helene in North Carolina, the North Carolina Supreme Court on Oct. 1 issued an Administrative Order permitting the temporary pro bono practice by lawyers licensed in another state.


The North Carolina State Bar anticipates an unprecedented need for lawyers to help victims of the storm with legal problems that will arise, including landlord/tenant issues, consumer fraud and, most specifically, FEMA applications. The Court’s “Katrina order” permits lawyers licensed in other states, but not in North Carolina, to temporarily register with the North Carolina State Bar to provide pro bono legal services to indigent residents of the state who are victims of the storm.

The North Carolina State Bar has provided a Registration Form to file with its membership department to obtain permission for this limited practice. Once registered with the Bar, lawyers’ names and contact information will be provided to Legal Aid of NC and other non-profit agencies working on the legal aspects of disaster relief. The agencies will contact the lawyers with pro bono service opportunities.
