Caddo Names New Parish Attorney (2013)


The Caddo Parish Commission has appointed Donna Frazier as the new parish attorney. She steps in for the retiring Charles Grubb, who served in that capacity for the past eleven years.

Frazier is the first African-American woman to serve in the post, according to parish Administrator Woody Wilson, himself the first African-American to serve in his post.

Frazier has served as the assistant parish attorney for the past eight years. Prior to joining the Parish Attorney's Office, she was an assistant Caddo district attorney for eight years where Frazier served her last three years there as the drug section chief.


Frazier is a graduate of the University of Texas School of Law. She also holds a bachelor's degree in political science from LSU in Baton Rouge. She is a member of the American Bar Association and is in line to become President of the State and Local Government Section of that organization.

Frazier has served as a faculty member with the University of Phoenix, teaching criminal justice courses, and served as an adjunct instructor at LSU where she taught Business Law.
