Access to Justice Director
Monte T. Mollere
Monte has been with the Access to Justice program since its inception and coordinates the efforts of the LSBA in supporting and strengthening Louisiana’s system of delivery of legal services to the poor. He serves as primary staff liaison to the Louisiana Access to Justice Commission and the Access to Justice Committee. He oversees the work of the six- member department responsible for LSBA committees which address justice issues, including the Criminal Justice Committee, the Legal Services for Persons with Disabilities Committee and the Children’s Law Committee. Monte joined the staff in 1997.

Access to Justice Training and Projects Counsel
Amy Duncan
Amy serves as the statewide coordinator of legal training and education for Louisiana legal services providers. She is responsible for planning continuing legal education seminars on topics of particular interest to public interest attorneys. She works closely with legal services providers, task forces, the Access to Justice Committee, the Criminal Justice Committee, Louisiana’s pro bono organizations and the LSBA’s CLE department. Additionally, she works with the access to justice director on other projects as necessary. Amy joined the staff in June 2015.

Access to Justice Projects Counsel
Rachael Mills
Rachael works with the Access to Justice Department to manage, administer and direct various projects of, or facilitated by, the ATJ Program which strengthens relationships and foster coordination among Louisiana’s civil justice community members and partners. Rachael’s efforts focus on statewide pro bono and fundraising initiatives as well as Louisiana Free Legal Answers and the ATJ Developing Leadership Intern program. Rachael re-joined the Access to Justice department in October 2015 after a three-year hiatus to attend law school.

Access to Justice Projects Counsel
Stephanie Beaugh
As ATJ Projects Counsel, Stephanie is the liaison to the Children’s Law, Legal Services for Persons with Disabilities and ATJ Commission’s Self-Represented Litigation Committees. She works closely with local court officials, bar leadership, legal service providers, pro bono organizations, universities and various other partners to assess needs and to help design services that will improve access to the justice system for financially disadvantaged and other self-represented litigants. Stephanie is responsible for working with these partners to develop and implement Self-Help Resource Centers for litigants without attorneys. Additionally, she works with the access to justice director on other projects as necessary. Stephanie joined the staff in 2020.

Access to Justice Department Coordinator
Bridget Berins
Bridget works closely with the Access to Justice Director in coordinating and facilitating the work of the LSBA’s Access to Justice Commission and Committees. She supports the work of all staff attorneys on projects developed to foster a strong comprehensive statewide system for the delivery of legal services. Bridget administers the LSBA’s Pro Bono Awards Program and Lawyers in Libraries Program. Bridget joined the LSBA staff in 2009 and was promoted to her current position in 2023.

Rebecca M. Collins
Rebecca works with the Access to Justice Department to manage, administer and direct various projects of, or facilitated by, the ATJ Program which strengthen relationships and fosters coordination among Louisiana’s civil justice community members and partners. Rebecca staffs the LSBA Legal Services for Persons with Disabilities and Children’s Law Committees and coordinates five statewide public interest substantive law task forces as well as supports various training efforts. Rebecca joined the staff in August 2024.
