Access to Justice Director
Amy Duncan
Amy has been with the Access to Justice Department since 2015 and assumed the role of Director in 2025. She coordinates the LSBA’s efforts to support and strengthen Louisiana’s system for delivering legal services to those in need. As Director, Amy serves as the primary staff liaison to both the Louisiana Access to Justice Commission and the Access to Justice Committee, helping to guide collaborative strategies and policy initiatives. She oversees a dedicated six-member team working across multiple LSBA committees to tackle pressing issues in both the civil and criminal justice systems, all with the goal of ensuring that individuals across Louisiana have access to a full spectrum of legal resources, information, and services.

Access to Justice Projects Counsel
Rachael Mills
Rachael works with the Access to Justice Department to manage, administer and direct various projects of, or facilitated by, the ATJ Program which strengthens relationships and foster coordination among Louisiana’s civil justice community members and partners. Rachael’s efforts focus on statewide pro bono and fundraising initiatives as well as Louisiana Free Legal Answers and the ATJ Developing Leadership Intern program. Rachael re-joined the Access to Justice department in October 2015 after a three-year hiatus to attend law school.

Access to Justice Projects Counsel
Stephanie Beaugh
Stephanie Beaugh serves as ATJ Projects Counsel for the Louisiana State Bar Association, supporting the Access to Justice Commission’s Self-Represented Litigation, Community Outreach & Education, and Technology Committees. She works with courts, legal aid providers, and community partners to expand access to civil justice through initiatives like Self-Help Resource Centers, standardized court forms, and technology-driven solutions. Stephanie also leads public legal education programs, including Lawyers in Libraries and Law Talks, and manages the Legal Education and Assistance Program (LEAP), which equips librarians to assist patrons with legal information. She joined the LSBA in 2020.

Access to Justice Training and Projects Counsel
Rebecca M. Collins
Rebecca works with the Access to Justice Department to manage and direct projects that strengthen relationships and foster coordination among Louisiana’s civil justice community. She staffs the LSBA Children’s Law and Criminal Justice Committees, coordinates five statewide public interest substantive law task forces, and supports various training initiatives. As the statewide coordinator of legal training and education for Louisiana legal services providers, she plans continuing legal education seminars tailored to public interest attorneys and collaborates closely with legal services providers, task forces, the Access to Justice Committee, and Louisiana’s pro bono organizations. Rebecca joined the LSBA staff in August 2024.

Emily Belanger
Emily works with the Access to Justice Department to manage, administer, and direct various projects of, or facilitated by, the ATJ Program that strengthen relationships and foster coordination among Louisiana’s civil justice community members and partners. Emily serves as staff liaison to the LSBA Legal Services for Persons with Disabilities Committee, the Accessibility Committee, and the Modest Means Committee, and operates the LIFT (Legal Innovators for Tomorrow) Legal Incubator Program, which supports the development of sustainable law practices that expand access to justice. Emily joined the staff in July 2025.

Access to Justice Department Coordinator
Bridget Berins
Bridget works closely with the Access to Justice Director in coordinating and facilitating the work of the LSBA’s Access to Justice Commission and Committees. She supports the work of all staff attorneys on projects developed to foster a strong comprehensive statewide system for the delivery of legal services. Bridget administers the LSBA’s Pro Bono Awards Program and Lawyers in Libraries Program. Bridget joined the LSBA staff in 2009 and was promoted to her current position in 2023.
